No law enforcement official may inflict, instigate or tolerate any act of torture or other cruel, inhuman or degrading treatment or punishment, nor may any law enforcement official invoke superior orders or exceptional circumstances such as a state of war or a threat of war, a threat to national security, internal political instability or any other public emergency as a justification of torture or other cruel, inhuman or degrading treatment or punishment.

c.The term "cruel, inhuman or degrading treatment or punishment" has not been defined by the General Assembly but should be interpreted so as to extend the widest possible protection against abuses, whether physical or mental.
Section 9. Sanguinary laws, excessivebail, cruel or unusual punishments prohibited. Sanguinary laws shall not be passed; allpenalties and punishments shall be proportioned to the offense; excessive bailshall not be required, nor excessive fines imposed, nor cruel nor unusualpunishments inflicted.
Section 14-D. Authority to insureMaine veterans' mortgage loans, and to appropriate moneys and issue bonds forthe payment of same. For the purposes of recognizing the services and sacrifices of Maine's men andwomen who have served their state and country through honorable service in theArmed Forces of the United States in time of war or national emergency;enlarging the opportunities for employment of Maine's veterans; insuring thepreservation and betterment of the economy of the State of Maine; andstimulating the flow of private investment funds to Maine's veterans, theLegislature by proper enactment may insure the payment of any mortgage loan toresident Maine veterans of the Armed Forces of the United States, including abusiness organization owned in whole or in part by a resident Maine veteran,when such loans are made in connection with such legitimate purposes and undersuch terms and conditions as the Legislature may determine, not exceeding inthe aggregate $4,000,000 in amount at any one time and may also appropriatemoneys and authorize the issuance of bonds on behalf of the State at such timesand in such amounts as it may determine to make payments insured as aforesaid.
